Digital Assessment for the Guyana Elections Commission (GECOM)

As nations navigate an era of rapid technological and institutional change, there is a growing recognition that the future of free and fair elections lies at the intersection of democracy and digital transformation. When harnessed responsibly, digital technologies have the potential to strengthen electoral systems – enhancing transparency and improving efficiency. At the same time, they bring new risks, including vulnerabilities to cybersecurity threats and the spread of misinformation, which can erode public trust and undermine democratic institutions. Addressing these challenges requires a deliberate approach to digital readiness, coupled with robust safeguards to protect electoral systems and processes.

The Guyana Elections Commission (GECOM), with support from UNDP Guyana and the Government of the United Kingdom, is implementing the Technical Assistance for Institutional Strengthening of the Guyana Elections Commission (GECOM) to Enhance the Electoral Process in Guyana Project. The Project supports institutional strengthening of the GECOM on electoral cycle in key areas including communications, information technology and operations and logistics and assessment of key processes. One such assessment is a digital assessment of GECOM’s capacity on digital leadership, infrastructure, organisational processes and practices, security frameworks, etc.

The assessment was completed in December 2025 and identified opportunities to strengthen digital systems and practices, laying the groundwork for modernised electoral systems and operations. Building on the progress achieved in the 2025 elections and recognizing the critical role that digital technologies can play in building transparent and efficient elections; this institutional assessment helped identify strengths, risks, and capacity gaps to inform GECOM’s decision-making around adopting and adapting digital technology in line with democratic values.

The assessment also represents the next phase in enhancing GECOM’s resilience, efficiency, and inclusivity through digital innovation and provides an initial roadmap to guide future steps for enhanced electoral management. The findings of the DRA are intended to contribute to shaping a future where technology serves as a tool for deepening democracy, promoting transparency, and ensuring that every citizen has an equal voice in shaping their nation. UNDP remains committed to empowering institutions like GECOM in their vital role as the stewards of democratic governance and electoral integrity.
